The Windows Insider program of Microsoft Lead Amanda Langowski and main product manager Brandon Leblanc were clear that this change is considered a function and not a bug.

“We remove the bypassnro.cmd script from the build to improve the security and user experience of Windows 11,” write Langowski and Leblanc in the post. “This change ensures that all users set with internet connectivity and a Microsoft account.”

Of course the removal of bypassnro Makes life more difficult for people who want to Leaving Windows Setup without internet connectivity or a Microsoft account. You can set up a computer in a place without an internet connection, or you may prefer a local user account such as that of all previous Windows versions that you allow.

There are advantages for a Microsoft account -easy access to existing subscriptions from Microsoft 365 or OneDrive, automated coding for your local disk and backup of the coding key of your disk for repair purposes and synchronizing certain settings between PCs. But the use of a local account reduces the number of reports and other upsells that will disturb Windows 11. Whatever your reasoning is, you must find a different solution for future Windows versions.
