Labor's new legislation on small boats is said to retain a number of controversial measures that the party was previously against, including a ban on migrants who claim modern slavery protection and powers to hold children.
The border protection, asylum and immigration account that is published on Thursday is expected to contain new powers in terrorism style to focus on human smugglers, including the seizure of mobile phones and financial assets.
