A former policy adviser of the government of Barack Obama flew to rap a nine-year-old child to Great Britain.
Rahamim “Rami” Shy, 47, an investment banker who helped coordinate the terror of the US government, traveled from New York to Bedfordshire to meet an English schoolgirl.
He spent more than a month planning the trip and had packed his suitcases with cuddly toys and condoms, Luton Crown Court heard.
On an online forum and messages apps, Shy described the 'unspeakable actions' that he was planning in graphic details for someone he thought he was the girl's grandmother.
Pervert caught by 'Decoy'
But the grandmother, using the name Debbie, was in fact created an online Lokvogel by an undercover officer of the Bedfordshire police.
In his reports, Shy described the girl as a 'tad' in starting sexual activity at the age of nine, and said that it was a 'honor' to be considered 'her first', the court heard.
He flew to Gatwick on February 23 last year and then drove to Bedford to meet the Undercover officer and was arrested immediately.
His lawyers tried to claim that, as he was in the US at the time of the messages, he was jurisdictively exempt from persecution in the UK.
But the Crown Prosecution Service successfully argued that English courts are authorized to try off -the's offenses that are intended to lead to criminal offenses in England abroad.
During the trial, the court heard, after arriving in Great -Britain, the “corrupt messages” he had sent.
Other messages picked up from his phone revealed that he had discussed his sexual interest in children with others.
A cache of indecent images of children were discovered by the police on his phone.
Officers also found several hug toys and condoms in the luggage of Shy after his arrest.
The persecution argued that the items showed “a clear intention to win the child” before she abuses her.
On Wednesday, Shy was imprisoned for 11 years and six months after he was found guilty of arranging a child violation – namely rape – and possessing indecent photos of a child.
Shy previously worked at Banking Group Citi and had worked in a senior role in the US Treasury Department from 2008 to 2014, and advised officials in combating the financing of terrorism and helping foreign governments to impose sanctions on hostile regimes , reported the Daily Mail at the time of his arrest.
A Citi spokesperson said that Shy was no longer an employee after his arrest.
A predator bent on ineffable actions
Shy was also used in Afghanistan to offer expertise to the NATO-conducted International Security Assistance Force (ISAF), set up to maintain stability after the country-led invasion of the country.
According to a LinkedIn page, he provided ISAF expertise for terrorist financial financial resources and presented the US strategy at Afghanistan at a congress session in 2010.
Lorraine Telford, from the CPS, said: “Rahamim Shy is a predator who was fully prepared to commit unspeakable actions against a child for his own sexual satisfaction.
“It was clear from his explicit conversations and items that he brought to England that he had only one intention to commit rape against what he knew was a vulnerable child.
“The fact that the child did not exist in this case makes no difference, and it is a tribute to the police operation and the subsequent persecution that shy will no longer pose an immediate threat.
“All children have the right to feel safe and protected, and I hope that this conviction will send a clear message that the CPS, who work closely together in addition to law enforcement, will continue to prosecute justice and those who try to continue to exploit children sexually.”
