Chinese officials punished for negligence after investigation found couple with 15 children

    A total of 11 officials and staff at a local family planning station in southern China’s Guangxi Zhuang Autonomous Region were punished after an investigation revealed a couple gave birth to 15 children.

    During the investigation, authorities heard of a man named Liang Er, 76, and his “wife”, Lu Honglan, 46, who gave birth to four boys and 11 girls between 1995 and 2016.

    Nextthe discoveryA total of 11 officials and staff, including the chief of the city of Licun in Rong County and the director of the local family planning office, were punished for neglecting their duties, local authorities said on Sunday.

    The pair could have been punished had they been discovered before China’s end one child policyan attempt by the Chinese government in 1979 to contain the growing population and limit the demand for resources.

    The decades-long policy has since been phased out after it was finally changed to a two-child policy in 2015. The cabinet finally decided toremove the limit and associated penalties, including hefty fines and loss of one’s job, on July 21, 2021.

    The couple, who reportedly met and fell in love while working in Guangdon in 1994, had an informal wedding ceremony but never legally registered their marriage. The family reportedly survived between 2015 and 2019 on Liang’s income from collecting resin from pine trees and government-provided poverty subsidies.

    Liang and Lu’s lives made headlines in 2016 when the man earned the nickname “Macho Man” because he married a woman 30 years his junior and had many children. His wife would also have given birth to most of her children at home.

    After the Ministry of Public Security launched an anti-trafficking campaign, media attention returned to the couple from Rong County in Guangxiat thebeginning of the month† The campaign was launched in response to the large circulation earlier this year of another case, in which amother of eight was found chained in the village of Huankou in Feng County in Jiangsu Province.
