In the Jackson area, seven eateries and restaurants received a failing health inspection score in October, according to the Mississippi State Department of Health.
As of Nov. 1, five of the seven facilities had conducted follow-up inspections and corrected the poor grades.
Below are the restaurants and food service facilities in District V, including Hinds, Rankin and Madison counties, that received a failing grade of “C.”
Health Inspections in Hinds County
Barack Obama magnet schoollocated at 750 N Congress St. in Jackson, received a failing grade during a scheduled Oct. 17 inspection. The school was labeled “out of compliance” in terms of adequate handwashing facilities. As of November 1, no follow-up inspection has been completed. Previously, Barack Obama Magnet School had not received a grade lower than a “B.”

Health Inspections in Madison County
The ties of Madison County, located at 147 Links Dr. in Canton, received a failing grade during an Oct. 10 permit inspection. The inspection finds a lack of a certified manager. No follow-up inspection has taken place since November 1. The Links previously received an insufficient grade during a permit inspection in 2017, which was corrected in a follow-up action.
Bumpers Drive-In, located at 937 Hwy 49 in Flora, received a failing grade during a scheduled inspection on Oct. 29. The inspection states that the restaurant was deemed “out of compliance” in several categories, including proper sanitization of food contact surfaces, presence of insects and rodents or animals, properly installed pipe backflow devices and display of previous permit inspections. The next day, October 30, a corrective follow-up was conducted and the restaurant received a “B” rating. This Bumpers location previously received an unsatisfactory rating six times since 2017.
Staybridge Suites, located at 801 Ridgewood Road in Ridgeland, received a failing grade during a permit inspection on Oct. 7. The inspection mentions the lack of a certified manager. On October 17, Staybridge Suites earned a “B” during a follow-up inspection and had not previously received a grade lower than an “A.”
Rice Cafe, located at 102 Dees Drive in Gluckstadt, received a failing grade during a permit inspection on Oct. 10. The restaurant was found “not in compliance” with regard to a certified manager and adequate handwashing facilities. On October 14, the restaurant earned a “B” during a follow-up inspection. Rice Cafe had never received a failing grade before.

Health Inspections in Rankin County
El Ranchito, located at 1172 Hwy 49 S in Richland, received a failing grade during a permit inspection on Oct. 22. The inspection found that the restaurant did not have proper cold storage temperatures for food. On October 29, the restaurant received a follow-up inspection and received a passing grade of 'B'. Previously, El Ranchito had not received a grade lower than 'B'.
Fuel time 8 Exxon, located at 484 South Pearson Road in Pearl, received a failing grade during a permit inspection on Oct. 16. The facility was found “not in compliance” with regard to adequate handwashing facilities. On October 29, a follow-up inspection graded the facility at a 'B'. Previously, this Exxon location had received one failing grade in 2021, which was corrected during a follow-up.
Health inspection rating system
The MSDH rates health inspections on an A, B and C scale, with C being considered a failing grade.
The MSDH website states the following about the rating scale:

A review: “The facility inspection found no critical violations. Critical violations of the state food code are more likely to result in food contamination, illness or other health hazards.”

B rating: “Critical violations were identified, but were corrected under the supervision of the inspecting environmental officer. No further corrective action is required.”

C rating: Critical violations were identified, but some or all violations were not corrected during the inspection. The facility will be re-inspected and all violations must be corrected within a period of up to 10 days. The date of the reinspection will be on the reviewed report. If violations are not corrected within the specified time, steps will be taken to suspend the facility's operating permit. A grade of C will also be given if critical violations are repeated after the last inspection, even if corrected at that time. “
